About Us:

Victim Services, Support and Reform (VSSR) is part of the Police, Racing, Victims and Coordination (PRVC) group in the Department of Justice and Community Safety (DJCS). VSSR is responsible for the delivery and reform of services to victims of crime, placing victims at the centre of the justice system.

VSSR delivers the Victims of Crime Helpline, Victims Register, Victims Assistance Program (VAP), Restorative Justice for Victims of Crime, the Victorian Government's participation in the National Redress Scheme, the Historical Forced Adoption Scheme and the restorative engagement of the redress scheme for Victoria Police employees.

In addition to providing direct services to victims of crime, VSSR leads the development and implementation of victim-related policy and program innovation within DJCS and across government. This includes working closely with other areas of DJCS, Justice entities, other government departments and external stakeholders.

The Victim Engagement, Youth Justice team is new and will be established in 2026 to deliver a state-wide service to victims of offending by young people. The team will work to ensure that victims' rights under the Victims Charter are enlivened, and that victims are identified, linked with supports and provided opportunities to participate in the youth justice system. The team will provide direct support to clients in some Children's Court locations and support victims to participate in youth justice restorative justice processes. The team will work very closely with:

  • The new Youth Justice Victims Register and may support victims to provide information to the Youth Parole Board.
  • The VSSR team responsible for contract management of the VAP, including development and monitoring of key performance indicators, building and maintaining strong stakeholder relationships and leading training and practice uplift activities.

About the Role:

The Manager, Victim Engagement Youth Justice (the Manager) will initially work closely with the VSSR Design and Innovation Projects team to establish services, leading preparation of operational procedures, practice guidance and referral processes with stakeholders. The Manager will also participate in recruitment processes and other procurement processes as required.

Once services commence, the Manager will be responsible for leading the day-to-day operations of service delivery - strategically leading, mentoring and coaching staff, liaising with stakeholders, identifying risks and developing response strategies and creating a culture of inclusion and safety across the service.

Some of your duties will include:

  • Working collaboratively with the leadership team in Victim Services Innovation in Criminal Justice to ensure consistency, cohesion and continuous improvement across the suite of restorative services delivered by the Branch.
  • Initiating and maintaining strong and effective working relationships with internal and external stakeholders.
  • Managing a multi-disciplinary team with a strong focus on capability development to support practice improvements and innovation.
