- Knowledge and understanding of current state and national regulatory frameworks and compliance Standards for RTOs 2015.
- Hold a current Certificate IV in Training and Assessment qualification or can obtain the skill within a mutually agreed timeframe.
- Knowledge of Learning Management Systems and content management systems.
- Knowledge or experience in project management methodologies.
- Lead and manage the development, review, coordination and quality assurance of resources and documentation for education training and assessment programs to meet best practice and compliance standards.
- Provide high-level policy advice on initiatives and best practice regarding compliance and development of a training framework to meet current contemporary standards and future operational capability.
- Lead the research, planning, analysis and interpretation of industry competencies and delivery of training, and provide high-level advice to senior executives on current state and direction of the QFES RTO.
- Oversee and assist with the management of the required learning management and other relevant systems (e.g. aXcelerate) to ensure compliance and accurate data is maintained through adequate business process.
- Manage business improvement initiatives to ensure systems, procedures and processes meet compliance against Standards for RTOs 2015.
- Maintain established networks and liaise with regional and state training units on outcomes of audits and validations as required, and ensure they meet best practice expectations as outlined in compliance and reporting activities.
- Represent the department and lead the delivery and coordination of workshops and meetings with internal and external stakeholders in relation to projects, RTO compliance and best practice training programs.
- Manage a multi-disciplinary team, fostering positive teamwork, through effective human resource, budgets and financial management practices, and assist in the ongoing development of staff through performance planning and review.

About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.
Purpose of the role
QFES is a registered training organisation (RTO) provider of nationally recognised training that has been registered by the Australian Skills Quality Authority. The RTO unit provides quality assurance to ensure the department's compliance against current vocational education and training legislation and the Australian Qualifications Framework for registered training organisations when delivering nationally accredited and non-accredited training and assessment to staff and volunteers. This will contribute to the effective organisational requirements in the implementation of training, assessment and evaluation strategies to meet best practice guidelines and standards to improve the department's operational capability to better respond to community impact during emergency events.
Reporting to the Executive Manager, Training Support Services, you will be responsible for leading the effective management and coordination of a multi-disciplinary team, including human resources and financial management. You will be responsible for the design, development, review, quality assurance and compliance with RTO standards for resources and documentation to ensure the effective delivery of vocational education training and assessment programs and products. You will manage stakeholder relationships across the department and gain public confidence through improved consultation, information sharing and engagement management activities to ensure state and national regulatory frameworks are followed and the department meets its obligations as an RTO.
