    Salary Range: $122,362 - $139,645 pa (including 10% overtime allowance) + superannuation

  • The Position

    For this key position, Warrumbungle Shire Council is looking for a highly experienced finance professional to lead and manage the Finance team, functions and delivery of services in line with the annual budget and operational plan. This position is responsible for:

  • managing the financial planning and reporting functions for Council
  • providing strategic advice to the Executive Leadership Team regarding Council's financial position and performance, including business strategies to improve Council's financial position and sustainability
  • providing a comprehensive financial and management accounting service to all functional areas of Council, ensuring appropriate financial corporate policies, guidelines and procedures are maintained
  • managing the finance team and its functions to ensure services are provided efficiently and effectively
  • ensuring that key responsibilities are carried out in an efficient and conscientious manner within set timeframes, deadlines and budget constraints.
  • In this position, you will be required to ensure that all operational, legislative and regulatory requirements are met ensuring ongoing compliance, prepare, manage and control Council's annual budget, including providing regular reports such as the Quarterly Budget Review Statements and annual financial statements. The CFO also contributes to Council's Integrated Planning and Reporting Framework, and manages Council's loans, investments and cash flow to maximise the revenue received on investments.
    In addition, the CFO oversees Council's purchasing function, supports funding applications, including developing appropriate costings, budgets as well as assisting with acquittals and reporting requirements and leads and manages the Finance team.

    To succeed in the position, you will have relevant qualifications, at a degree level, in Business or Accounting with significant experience in developing business strategies to improve financial position and performance, preparation of financial statements and other reporting to meet statutory reporting requirements, forecasting income and expenditure, cash flow management and control of an investment portfolio. Previous leadership experience, outstanding communication and interpersonal skills will be key to your success in effectively supporting and building relationships with your team, internal and external stakeholders, and working collaboratively across directorates. A comprehensive understanding of the Local Government sector will be highly beneficial.

  • Understanding of work health and safety (WHS) in the workplace and commitment to a positive contribution to WHS in the workplace and compliance with Council and legislative requirements
  • Formal qualifications at a degree level in Business or Accounting
  • Relevant work related experience, including experience in the preparation, management and reporting on budgets
  • Extensive experience in the preparation of financial statements and other reporting to meet statutory reporting requirements
  • Demonstrated experience in working with senior management in developing business strategies to improve financial position and performance
  • Experience in forecasting income and expenditure, cash flow management and control of an investment portfolio
  • High level leadership and management skills, including the ability to lead, motivate and supervise staff
  • Experience in managing a team to provide high level customer service to internal and external customers
  • Demonstrated high level verbal and written communication skills, including interpersonal skills
  • Demonstrated problem solving skills including the ability to negotiate and interact at a senior level on sensitive and complex issues
  • Class C NSW Drivers Licence.
  • Desirable Requirements

  • Post Graduate finance qualifications providing eligibility for professional membership of an appropriate accounting body
  • Experience in Local Government
