    Primary objective

    The Legal Officer is responsible for providing legal advice and representation to support the discharge of statutory functions by the

    Independent Commissioner Against Corruption (ICAC). The Legal Officer will further assist the ICAC to identify and respond to strategic

    legal issues associated with the discharge of statutory functions.

    Context statement

    The ICAC is an independent statutory office established under the ICAC Act 2017. The ICAC has functions to prevent, detect, investigate

    and respond to improper conduct in Northern Territory public administration. The ICAC is supported by staff employed in the Office of

    the Independent Commissioner Against Corruption (OICAC). This position reports directly to the ICAC General Counsel.

    Key duties and responsibilities

    1. Under the supervision of ICAC General Counsel provide independent, timely and accurate legal advice and representation, including

    advice and representation in respect of matters of moderate complexity, to the ICAC, the Deputy ICAC and OICAC staff.

    2. Provide advice, legal guidance and support to OICAC staff involved in assessments, investigations, evaluations, reviews and

    prevention activities.

    3. Prepare, or assist in the preparation of reports, including investigation reports and general reports.

    4. Contribute to the development of policies and procedures designed to ensure the ICAC meets statutory reporting and record keeping

    responsibilities.

    1. Instruct counsel in respect of examinations conducted pursuant to the ICAC Act, and as required appear as counsel assisting the ICAC.
    2. Contribute to the management and administration of inquiry processes and procedures and contribute to the development of

    investigation strategies.

    7. Conduct training, both internally and externally on legal matters relevant to the ICAC's role.

    Selection criteria

    Essential

    1. A degree in law.

    2. Eligibility for admission as a legal practitioner in the Northern Territory., or eligibility, for admission as a legal practitioner in the

    Northern Territory.

    1. High quality communication skills, in respect of both oral and written communication.
    2. Ability to provide legal advice in relation to criminal law, public law or administrative law.
    3. Ability to produce high quality written legal advice that is clear and easily understood.
    4. Good organisational skills with the ability to work under pressure, make sound judgements and prioritise workloads in a busy

    environment.

    Desirable

    1. Knowledge of the operations of the Northern Territory Public Sector, Local Government and the criminal justice system, or knowledge

    of anti-corruption or law enforcement operations in other jurisdictions.

    improper conduct by public officers, bodies and those who receive government funds, while protecting people who assist in this role. The

    role reports directly to the General Counsel.

    Key duties and responsibilities

    1. Provide timely high quality legal advice and assistance in relation to the discharge of statutory functions by the Commissioner.

    2. Advise on matters associated with investigations, including the exercise of powers, applications for warrants, briefs of evidence,

    management of exhibits and legislative compliance obligations.

    3. Represent the Commissioner in the Supreme Court of the Northern Territory and in other courts/ tribunals as required.

    4. Assist the Commissioner in the management of complex investigations into potential improper conduct, reviews and evaluations under

    ss23 and 110 of the ICAC Act and corruption prevention content.

    5. Appear as counsel assisting the Commissioner in examinations conducted pursuant to the ICAC Act, including the management and

    administration of inquiry processes and procedures and contributing to the development of investigation strategies.

    6. Provide innovative, practical and contemporary legal advice and expertise to support the resolution of sensitive and complex legal

    issues.

    7. Participate in planning, policy and decision making processes, regularly reviewing and reporting information, and making

    recommendations to improve efficiency and effectiveness. Actively contribute to strategic projects and participate in working groups

    and committees.

    Selection criteria

    Essential

    1. Admitted or eligible for admission to the Supreme Court of the Northern Territory.

    2. Significant expertise providing legal advice regarding the discharge of statutory powers or legal advice in the context of complex

    investigations.

    3. Demonstrated experience in advocacy.

    4. Demonstrated ability to distil complex legal concepts into appropriately worded policies, processes and educational content.

    5. Demonstrated ability to present complex legal matters in a clear, cogent and understandable manner.

    Desirable

    1. Experience providing legal advice in relation to the operations of a law enforcement agency or other investigative agency.

    2. Detailed understanding of the criminal justice system and/or public law.
