Job Purpose:

• Manage subcontracts for services in the Subsea Construction Business.
• Supervise procurement team to provide a consolidated view and be accountable of all 3rd party commitments to the Project Manager, depending on project organization.

Key Responsibilities:

• Assist Project Manager in producing the Project Execution Plan, including a detailed subcontracting and procurement plan.
• Monitor and update subcontracting plan to ensure key dates within the master project schedule are achieved.
• Prepare standard terms and conditions of subcontract, modified where necessary to incorporate main contract requirements.
• Evaluate tenders, negotiate with tenderers, and prepare Recommendation of Award for approval by the Project Manager and Senior Management.
• Assess and agree subcontractor interim progress claims.
• Negotiate and agree subcontractor variations and claims.
• Collate and recover Contra Charges from subcontractor accounts.
• Evaluate and agree subcontractor final accounts.
• Assist Cost Controller and Project Manager in developing the Work Estimate.
• Forecast cost at completion for major subcontractors and suppliers.
• Verify accuracy of subcontractor costs, accruals, and comments, reconciling with account information.
• Provide input into Project Management reports and other management reports as required.
• Ensure subcontract terms and conditions are suitable for goods or services obtained and meet main contract requirements.
• Assist Purchasing/Procurement with commercial term negotiation and tender evaluations.
• Help settle claims and variations with subcontractors and support functions.

Requirements:

• Commerce/Business qualification to degree level (e.g., Quantity Surveyor).
• Sound understanding of contracts law and business ethics, and contractual/commercial principles adopted in the industry.
• Understanding of scheduling programs like Microsoft Project and Primavera (desirable).
• Cost control knowledge (desirable).
• 6+ years experience as Subcontracts/Contracts Engineer in project engineering/construction management or oil and gas industries.
• Subsea construction experience (desirable).
• Vessel chartering experience (desirable).
