    Our client, Department of Education, are currently seeking a Senior Business Analyst to join the Human Capital and Payroll management implementation project for an initial contract until end of June 2024.

    UNIT OVERVIEW

    The Human Capital Management Project will manage the planning activity and future implementation phases of a new Human Capital and Payroll management system.

    PROJECT OVERVIEW

    The department has commenced a project with the aim of obtaining a new Payroll and Human Capital Management system. A procurement ITO (Invitation to Offer) was released to Payroll/HCMS vendors in October 2023, the next phase of the project is moving into an Implementation Planning Study with suitable HCMS vendors. A Senior Business Analyst is required to support the future state process design and requirement management activities, in the areas of Core HR, Payroll, Establishment Management and Time & Attendance, needed for the IPS and configuration activities for any future implementation.

    The Senior Business Analyst will be required to:

    • Lead the analysis of business processes and user requirements
    • Collaborate with business representatives to help design and document business processes and requirements
    • Analyse and evaluate the existing processes and identify gaps
    • Initial contract to start ASAP until end December 2024 with 12 mth extension option paying approx $1000/day

    • Elicit and analyse current 'as-is' processes, understand new requirements and develop 'to-be' processes to meet business needs and gauge level of process change
    • Manage requirements including documentation, prioritisation and traceability
    • Produce detailed requirements specifications to support system configuration and design
    • Manage stakeholders

    Key experience and skills required for this role:

    • Highly developed business analysis skills;
    • Well-developed oral and written communication skills;
    • Extensive process and data modelling skills
    • Excellent interviewing, presentation, facilitation and interpersonal skills;
    • Clear understanding of project management and system development methodologies.
    • Demonstrated experience in the business/IT environment. This includes the following:
      • Gathering information from stakeholders to understand their needs and detailed requirements;
      • Writing Business and Functional requirements specifications and documenting business rules;
      • Analysing and decomposing business requirement into functional and non-functional requirements;
      • Expertise in business process modelling using Business Process Modelling Notation (BPMN)
      • Understanding the limitations of technology in relation to business processes and ability to present alternate options to business stakeholders.
    • Demonstrated success in stakeholder engagement and management. This includes:
    • Track record in gaining the confidence of business stakeholders and building productive working relationships with key stakeholders and technical teams;
    • Consultation and communication with a diverse group of stakeholders.
