    Scope of work:

    Softtestpays Client is seeking the services of a suitably qualified Contractor for the provision of a Program Manager to manage and coordinate the planning, delivery and implementation of government services within the App.

    The Program Manager should be suitably experienced with a sound technical background, knowledge of the software development life cycle and proven track-record in successfully managing project resources and stakeholders in delivering complex ICT projects with inter-dependencies and integrations across multiple systems and/or agencies.

    The Program Manager will provide program and project management services to oversee the initiation, discovery, delivery and implementation of government mobile services for the App. They will work closely with other government agencies, senior responsible officers, project sponsors and project resources (Business Analysts, Architects, Designers, Developers and Testers) to deliver outcomes for whole of government initiatives.

    The commencement date of the services is anticipated to be on 03 May 2023. Please note, these Services are subject to change, as the Customer requests. The Contractor shall provide the following services:

    (a) Program management and coordination including but not limited to the below:

    • Development and maintenance of project plans, schedules and other relevant artefacts as required;
    • Development of risk plans with the creation and maintenance of risks, actions, issues and decision registers;
    • Preparation of regular status reports and documents and delivery of these status reports to Governance forums and executive;
    • Work collaboratively with internal and external stakeholders to initiate, plan, deliver and implement the scope of work within the agreed timeframe and budget;
    • Engagement, negotiation and coordination with the external and/or internal stakeholders in relation to program matters;
    • Follow the DGov Project Management Framework; and
    • Be available to organise and attend meetings.

    Job Description:

    • Extensive program and project management and delivery experience, with proven track records in delivering complex public-facing IT projects preferably ones with a large customer base, on time and on schedule.
    • Program management skills including planning and coordination, financial management and associated reporting and management of schedules and resourcing constraints, including how different projects interlink and overlap.
    • Managing services delivered by external vendors, partners and cloud providers.
    • Excellent written and verbal communications, reporting and team leadership skills.
    • Excellent organisation skills with proven capacity to multitask, and the ability to work well under pressure or tight deadline while maintaining a quality-focussed approach.
    • The ability to work closely with technical and product teams and other stakeholders to remove obstacles and encourage continuous improvement.
    • Experience as a Scrum Master, facilitating Agile development practices and principles, Scrum Master certification highly desirable.
    • Strong technical background and/or familiarity with application development technology, and software development lifecycle; and
    • Relevant Tertiary Qualifications and/or Project management qualifications such as Agile, PRINCE2 or PMBOK (desirable).
