    The role

    The Technical Lead is a pivotal role within WAPHA, responsible for driving the implementation and optimisation of a new clinical platform. This multifaceted position involves overseeing a range of activities, including planning, design, configuration and documentation of the platform, and associated national applications.

    Working closely with external IT services vendors and third-party contractors, the Technical Lead will involve assisting partners with integration and implementation, supporting partner onboarding, ensuring technical deliverables align with outcomes, as well as the timely execution of project-based initiatives. Moreover, internal collaboration with staff members, including those reporting to this role, fosters a culture of innovation and excellence in technical design, development, and support activities.

    With a keen eye for identifying opportunities for improvement, implementing cutting-edge methodologies, processes, and tools, and monitoring progress against established objectives, the Technology Lead plays a critical role in advancing our healthcare technology solutions and ultimately improving patient outcomes.

    This role will be offered as a Full time Maximum Term contract until 28th February 2025 and offers the flexibility to work from home and office. We can consider part-time availability.

    Key tasks and responsibilities include but not limited to:

    • Provide expert technical advice and identify innovative approaches to guide the design and delivery of national platform and application services.
    • Manage in-house and contracted personnel to support approved development projects and activities.
    • Develop, modify, and manage relevant guidelines, policies, and work practices aligned with industry best practices.
    • Conduct risk assessments and develop appropriate mitigations and contingency plans for platform and application design, operation, or usage.
    • Create and review solution architectures based on business needs and approved priorities.
    • Select, adopt, and advise on appropriate technology development and management standards, methods, and tools.
    • Engage with stakeholders to discover, define, and document business requirements.
    • Translate business requirements into technical requirements and produce estimates for development effort and costs.
    • Provide high-quality platform and software development services with a focus on reusable and maintainable designs and code.
    • Proactively investigate and identify potential inefficiencies and issues, and reactively investigate and resolve platform and application incidents and problems.
    • Prioritise and solve problems related to platform and application development and/or operation in the context of a national service supporting multiple stakeholder groups.

    About you

    To be considered for this role, candidates must meet the following selection criteria:

    Essential experience and education

    • Hold a tertiary degree in information technology or a related discipline, or possess equivalent industry certifications and qualifications (e.g., Microsoft Certified Professional, Engineer, Associate, etc.).
    • Possess extensive experience in software, infrastructure, or cloud services development.
    • Demonstrate proficiency in developing and communicating solution architectures.
    • Exhibit a strong understanding and skills in database design, modelling, and access, including expertise with Microsoft SQL Server or equivalent Azure services.
    • Have a solid grasp of ITIL standards, methods, and processes.
    • Showcase experience with application management practices, including code versioning, branch and fork management, CI/CD, system and unit testing, and deployment loops.
    • Demonstrate the ability to plan and manage projects, work packages, and tasks effectively.
    • Have experience delegating tasks and overseeing the work of others in a multi-disciplinary team environment, supporting both project and operational deliverables.

    Preferred knowledge and skills

    • Possess a high level of technical proficiency in Microsoft-applicable development languages and tools (e.g., C#, Python, T-SQL, JavaScript), Azure engineering languages and tools (e.g., Azure APIs, Azure Functions, Terraform), or Azure-applicable administration and management tools (e.g., Azure Monitor, Log Analytics, Application Insights).
    • Have experience with web Content Management Systems such as AEM (preferred), Drupal, or similar.
    • Show familiarity with popular web application frameworks such as Bootstrap and jQuery.
    • Have experience with one or more of GitHub, DevOps, and Terraform.
