    Description

    Job Title: H&S Officer

    DCT Recruitment Ltd are seeking a Health and Safety (H&S) Officer with a Level 3 qualification to work on a construction site alongside other team members.

    Mandatory Requirements:

    • Hold a valid CSCS Card for access to the construction site.

    Working Hours: Monday to Friday, 7am to 6pm. Saturday: time and a half, Sunday: double time.

    Key Responsibilities:

    1. Act as the primary point of contact for health and safety matters on the site.
    2. Ensure the completion and regular review of:
      1. Risk assessments
      2. Method statements
      3. COSHH/MSDS documents
      4. Manual Handling assessments
      5. DSE assessments
      6. Toolbox talks
      7. Creating new templates and other safety-related documentation.
    3. Carry out site inductions, orientation, workshops, and training sessions where required.
    4. Assist with lifting plans, waste management plans, traffic management, and site-specific plans and procedures as necessary.
    5. Conduct on-site DSE assessments and review findings.
    6. Ensure compliance with site-specific PPE/RPE requirements.
    7. Perform RPE mask face fit testing (training can be provided).
    8. Oversee and order H&S/PPE consumables, stock, materials, and equipment.
    9. Maintain site COSHH stores, registers, and assessments.
    10. Ensure spill management activities are suitable.
    11. Manage residual COVID-19 risks on the site.
    12. Complete weekly HSE reports for submission to the client and TVL management team.
    13. Oversee high-risk and complex works.
    14. Review temporary works arrangements on the site.
    15. Ensure dedicated cutting and refuelling areas operate effectively on the site.
    16. Assist in creating and annually reviewing organisational policies and procedures.
    17. Ensure regular safety inspections and audits occur on the site, with all findings communicated to relevant Contracts Manager and Directors, and actions taken.
    18. Carry out toolbox talks and briefings on site.
    19. Manage organisational training and competency matrix spreadsheets.
    20. Add new starter information and verify validity of details, right to work, and qualifications.
    21. Stay updated on current legislation changes and suggest relevant modifications.
    22. Support maintaining ISO certification using the company's management system and controlled forms.
    23. Review sub-contractor RAMS for effectiveness and monitor works.
    24. Conduct incident investigations, RIDDOR, and near miss reporting as necessary.
    25. Conduct witness/injured party interviews and compile evidence for incident investigation reports.
    26. Research industry best practices to enhance safety performance and efficiency.
    27. Conduct HAVS assessments and maintain an up-to-date register.
    28. Undertake any additional ad hoc health, safety, environmental, and quality duties as required.
    29. Provide general management support to colleagues across the business.
    30. Act as the company's Mental Health Awareness champion and aid colleague wellbeing on the site.

    Desirable Skills and Qualifications:

    • NEBOSH - HSE Certificate in Process Safety Management
    • NEBOSH - National Certificate in Fire Safety
    • NEBOSH - National Certificate in Construction Health & Safety
    • CSCS card
    • Membership to a Health and Safety organisation is advantageous but not necessary (e.g., IOSH)
